a representation dated 25.08.2025 (Annexure A-8) to the Senior

that the employee's death was considered “on duty”. The

4. The applicant, in support of her case, relies upon the
decision dated 12.12.2019 of the Hon’ble Allahabad High Court
in Union of India vs. Smt. Satyawati , wherein the case of a
Railway employee, who met with an accident while proceeding
towards the Railway Station to join his duty upheld the direction
for payment of admissible ex-gratia benefit. She has also relied
upon the decision in N. Vijaya v. Ministry of Railways — CAT,
V.V.V. Lakkshmi v. Ministry of Railways — CAT Hyderabad
death in course of employment with RBE 139/2016, General
Manager, Northern Railway v. R.R. Verma . It has been

down by the Hon'ble Apex Court in General Manager, B.E.S.T.
Undertaking, Bombay vs. Mrs. Agnes, reported in (1964) 3
SCR 930 , wherein the doctrine of notional extension was
