ORDER (ORAL)

Per: Justice Ranjit More, Chairman:

Heard learned counsel appearing for the respective
parties.
2. By filing the present O.A., the applicant has
challenged, inter alia, the intermediate orders dated
19.12.2025 and 10.07.2026 passed by the Inquiring
Authority in the departmental inquiry.
3. The principal grievance of the applicant is that two
prosecution witnesses have been examined, but the
applicant has not been afforded an opportunity to cross-
examine them.
4. Learned counsel for the respondents, on instructions,
makes a statement that the applicant shall be afforded an
opportunity to cross-examine the aforesaid witnesses. The
statement is accepted.
5. So far as the defence evidence is concerned, learned
counsel for the applicant submits that the applicant has
already furnished a list of 31 defence witnesses.
6. Learned counsel for the respondents, on instructions,
submits that most of the witnesses mentioned in the said

list are not relevant to the subject matter of the inquiry.
Learned counsel for the parties agree that the question as
to the relevance of the proposed defence witnesses shall be
considered by the Inquiring Authority, whose decision in
that regard shall be final. The statement is accepted.
7. Learned counsel for the parties further agree that,
upon conclusion of the defence evidence, the applicant
shall be afforded an opportunity of being generally
questioned in accordance with the applicable rules. The
statement is accepted.
8. In view of the aforesaid statements and the course
agreed to by learned counsel for the parties, the grievance
raised by the applicant in the present O.A. does not survive
for adjudication.
9. At this stage, it is pointed out that the departmental
inquiry was initiated in the year 2012 and has remained
pending for a considerable period. Whatever may be the
reasons for the delay, we are of the view that the inquiry
should now be brought to its logical conclusion
expeditiously. Accordingly, we direct that the departmental
inquiry be concluded within a period of four months from

10. In view of the above, the present O.A. stands disposed
