iii. Pass such other writ or orders as may be

3. Counsel for the respective parties urged several
contentions.
Counsel for the petitioner submits that a Grama
Sabha meeting was held on 13.05.2025 in the presence of
the petitioner, wherein a resolution was passed appointing
him as a promoter for the establishment of a Milk Co-
operative Society. Subsequently, the Hassan Milk Union
also appointed the petitioner as a promoter for the
establishment of a general Milk Co-operative Society, and
the said appointment was considered. However, the
Government, by order dated 09.07.2025, directed the
establishment of the Milk Producers’ Women Co-operative
Society, B. Cholenahalli. Counsel contends that the
Government has acted contrary to the resolution passed
by the Grama Sabha and the recommendation made by
the Federation. On these grounds, along with the

additional grounds urged, counsel seeks quashing of the
impugned order at Annexure-G and prays that the writ
petition be allowed.
The Additional Government Advocate and counsel
appearing for respondent Nos. 5 and 7 justify the
impugned order. They contend that the writ petition is
devoid of merit and, on the additional grounds urged, seek
dismissal of the petition.
4. Heard the counsel for the parties and perused
the records.
5. The issue that arises for consideration is
confined to the locus standi of the petitioner to question
the order passed by the Government directing the
establishment of the Milk Producers’ Women Co-operative
Society, B. Cholenahalli. The petitioner asserts that he was
appointed as a promoter for the establishment of a general
Milk Co-operative Society in B. Cholenahalli Village,
Hassan District, and places reliance on the resolution

WP No. 22400 of 2025

passed by the Grama Sabha and the appointment order
issued by the Milk Federation.
The principal contention of the petitioner is that the
Government, while passing the impugned order for the
establishment of a Milk Producers’ Women Co-operative
Society, failed to take into consideration the resolution of
the Grama Sabha and the recommendation made by the
Federation.
The said contention, however, cannot be accepted. In
the considered opinion of this Court, even assuming that
the petitioner was appointed as a promoter for the
establishment of a general Milk Co-operative Society, such
appointment, by itself, does not confer upon him the locus
standi to challenge the Government’s decision to establish
a Milk Producers’ Women Co-operative Society. The
petitioner has failed to establish any legal right entitling
him to question the impugned order. Consequently, the
writ petition is devoid of merit and is liable to be rejected.
