2. It is to be noted that on earlier occasion, petitioner had
approached this Court in W.P.No.17409 of 2026 and this Court, by
order dated 29.04.2026, recording that petitioner in person was
unable to explain what is his actual grievance and the relief sought
in the writ petition and observing that it is for petitioner to approach
the competent authority with proper complaint and finding that the
writ petition is completely frivolous and is not maintainable,
dismissed the writ petition. For better understanding, the order
dated 29.04.2026 is extracted under:
“ The petitioner/party-in-person had filed the above writ
petition against the Secretary General, Supreme Court of India,
The Registrar General, High Court of Madras and The Director
General of Police, Puducherry with the following reliefs:-
“For the reasons stated in the accompanying
affidavit it is therefore prayed that this Hon’ble
Court may be pleased to issue a writ of mandamus
to direct to inform and guide the petitioner as to
where the petitioner may seek justice and protection
from illegal people who are forcing the petitioner
severely attempt suicide. As Stated in the
petitioner’s petition dated 03.02.2026, the illegal
people thinking that the Police Department, the

India are safeguarding and favouring them and
they are subjecting the petitioner to severe
unlawful pressure and harassment and are acting
in a manner that forces the petitioner to attempt
suicide. By doing so, they are attempting to
escape permanently from the petitioner’s
complaints and cases unlawfully. Therefore, the
petitioner humbly pray this Hon’ble Court may be

respondent and 3 respondent to answer for the
petitioner questions which are mentioned in the
petitioner’s petition dated 03.02.2026.Further, the
petitioner humbly pray this Hon’ble Court may
rd
be pleased to order or direction the 3 respondent
to comply with the petitioner’s petition dated
rd
03.02.2026 and also order the 3 respondent to
confirm that appropriate justice has been rendered
on the petitioner’s petition dated 03.02.2026,

because the 3 respondent and others have
extremely harassed the petitioner and petitioner’s
family members and snatched the petitioner and
petitioner’s family members fundamental rights
unlawfully and they violated, misused and abused
their powers unlawfully by way of favouring and
safeguarding the illegal people who are giving a lot
of extreme harassments with cruellest punishment
and deliberately forcing the petitioner severely to

thinking that the Puducherry Police Department,
the High Court of Madras and the Supreme Court
of India are favouring and safeguarding them.
Therefore, these illegal people are taking extreme
advantage and trying to kill the petitioner and
petitioner’s family members’ lives unlawfully.”
2. The petitioner-in-person is not able to explain what is
his actual grievance and the relief sought for in the present writ
petition.
3. If at all the petitioner has any grievance against any
action, where according to him, an illegality has been committed,
then it is for the petitioner to approach the competent authority
with proper complaint.
4. The present writ petition filed is completely frivolous,
and it is not maintainable. Accordingly, the writ petition stands
dismissed. There shall be no order as to costs.”
3. In paragraph 13 of the affidavit in the present writ petition,
petitioner has stated that when he approached this Court on earlier
occasion in W.P.No.17409 of 2026, this Court dismissed the writ
petition without reading the affidavit and typed set of papers. We
find from the order that we have heard the party-in-person and
dismissed the writ petition. If at all petitioner in person is

aggrieved, proper remedy is to file an application for review or an
appeal before the Supreme Court. However, petitioner has chosen
to make an averment in the present affidavit that this Bench has
passed an order without reading the written statement and the
affidavit, which, in our considered opinion, is a gross abuse of
process of Court.
4. In the affidavit filed in the present writ petition, running to
42 pages, petitioner has narrated several instances and he has not
specified in respect of which issue he is aggrieved and what relief
he is seeking. In the prayer column, he seeks a relief that the case
filed by him is pending in SR stage and has to be transferred from
the Single Judge to this Bench. Even today, petitioner is unable to
explain as to what is his actual grievance, but, merely states that
he has been harassed by the authorities and suffered to the
maximum. If at all petitioner has any grievance, it is for him to
approach the competent authority and without doing the same,
petitioner has indulged in filing cases repeatedly.

refraining from imposing any cost. There shall be no order as to
