Court that the appointment of chairmen was not in

2. The aforementioned petitions i.e. W.P. No.11341/2025, W.P.
No.18974/2025 and W.P. No.24052/2025 were filed on 26.03.2025,
20.05.2025 and 25.06.2025, respectively. Before filing these writ petitions,
the petitioner has already made a detailed complaint to the Lokayukta and;
thereafter, filed these petitions. In between, the petitioner submits that all the
complaints have been disposed of. Therefore, once the Competent Authority
enquired the matter and closed the same, then Public Interest Litigation is
certainly not liable to be entertained.
3. Apart from that, Dr. S.S. Chauhan, learned Government Advocate

has informed that this petitioner has filed two other Writ Petitions on behalf
of Dr. Vishwas Kumar Chouhan as a counsel on 25.03.2026 challenging the
recovery against him in Writ Petitions i.e W.P. No.11220/2026 (Dr.
Vishwas Kumar Chouhan Vs. The State of M.P. and Others) and W.P.
No.8260/2026 (Dr. Vishwas Kumar Chouhan Vs. The State of M.P. and
Others).
4. Upon asking, Shri Anil Singh submits that the said two petitions
were filed after filing of the present Public Interest Litigation. Once the
petitioner has impleaded Dr. Vishwas Kumar Chouhan as respondent and
made allegations against him, then, he should not have accepted the brief as
a Counsel for filing W.P. No.11220/2026 and W.P. No.8260/2026. It is a
matter to be enquired by Bar Council of India whether it comes under the
category of professional misconduct or not.
5. These respondents were appointed in the year 2020 and worked
for last 25 years and now they are at their fag end of career, Even otherwise,
the term of respondent No.5 and others is over and vide notification dated
04.11.2025, new Chairman and Members have been appointed.
6. Since the petitioner has filed the petitions on behalf of one of the
respondents i.e. Dr. Vishwas Chouhan who happens to be client in
subsequent writ petitions, therefore, there is all possibility that all the
information and facts mentioned in these Public Interest Litigations were
collected from him which has been suppressed in para 4 of the Memo of the
Writ Petition.
7. In view of the above, these Writ Petitions i.e. W.P. No.11341/2025,
