candidates with BD) has not been notified, contending that this is inter-alia

[5] Mr. Aribam Gautam Sharma, learned counsel on record for writ
petitioner submits that though the said representation is dated 08.06.2026, it
has been personally delivered in the office of the respondent only on
08.07.2026. This submission is taken on record.

[7] Ms. Jotibala, learned counsel who is present in Court (physical
Court) accepts notice for sole respondent and Mr. Kh. Tarunkumar, learned
senior advocate appearing on her behalf is present in Court (physical Court).
[8] Learned counsel for writ petitioner very fairly submits that he
de-scopes the prayer for the present and limits it to a direction to the
respondent to dispose of afore-referred said representation within a time
frame. This makes the legal drill at hand fairly simple. Therefore, with the
consent of learned counsel on both sides, main WP was taken up and heard
out for disposal in the admission Board itself. To be noted, Ms. Jotibala,
learned counsel for writ petitioner does not insist on filing an affidavit-in-
opposition owing to de-scoping of the prayer.
[9] Before we write the operative portion of this order, it has
become necessary to make it clear that we have scanned and reproduced
BCI and PwD certificates because those details have not been set out in the
afore-referred said representation. The BCI and PwD certificates (scanned
and reproduced supra) shall now be read as an integral part and parcel of
said representation.
[10] In the light of the de-scoped prayer, we make the following
orders:
(i) We direct sole respondent to dispose of afore-referred
said representation (representation dated 08.06.2026
served in the office of respondent on 08.07.2026) which is
now to be read together with BCI & PwD certificates dated
Page 7 of 9

09.03.2018 and 06.06.2008 respectively as expeditiously
as the official business of respondent would permit but in
any event within 3(three) weeks from today i.e., on or
before 06.11.2026;
(ii) Disposal of said representation by sole respondent
shall be on its own merits and in accordance with law
untrammeled by observation/s (if any) in instant order;
(iii) Afore-referred disposal of said representation by
respondent shall be by way of speaking/written order and
such speaking/written order shall be served on the learned
counsel for writ petitioner within 5(five) working days from
the date of disposal. To be noted, on disposal of captioned
WP, vakalatnama in favour of learned counsel for writ
petitioner would get extinguished but considering the facts
and circumstances of the case at hand, a mild departure
is made and with the consent of learned counsel for writ
petitioner (on instructions from writ petitioner), we make a
direction to the respondent to serve the disposal
proceedings on the counsel for writ petitioner, Mr. Aribam
Gautam Sharma as expeditiously as the official business
of the respondent would permit (post disposal) but in any
event, within 5(five) working days from the date of
disposal;

(iv) On receipt of the written/speaking disposal
proceedings qua said representation by sole respondent,
if the writ petitioner is either not satisfied or aggrieved, it is
open to the writ petitioner to approach this Court on the
same issue inter-alia assailing the disposal proceedings
and for this purpose, all questions including questions and
prayers made in captioned WP are left open and rights
and contentions of both sides stand preserved. This is
more so owing to we not having expressed any view or
opinion on the merits of the matter in instant order.
[11] Captioned WP is disposed of in the aforesaid manner with
preservation of rights, contentions and observations as above. There shall
be no order as to costs.
