ORAL ORDER
1. W.P. No.33336/2025 is filed seeking for the following
reliefs:
"1. Issue a writ of mandamus or any other appropriate
writ, order, or direction to the Hon'ble Additional Civil
Judge (Senior Division), Narnaul, Haryana to
immediately issue necessary orders for refund of
2,00,000/- to the petitioner's bank account (SBI A/c No.
30022553515, IFSC: SBIN0061736), which was illegally
transferred to Shri Kuldeep Kumar Yadav on 24.10.2025,
without any valid or subsisting court order.
2. Issue a writ of mandamus directing the State Bank of
India, Yelwal Branch, Mysore (Respondent No. 1) to
comply with such refund order immediately upon receipt
from the Narnaul Court, and to ensure that no further
amount is released from the petitioner's account in
respect of the same court case.
3. Issue a writ of mandamus or direction to the
Superintendent of Police, Narnaul (Respondent No.4), to
take appropriate action against PSI Sudhir Singh, Cyber
Crime Department (Respondent No.2), for his corrupt
conduct and misuse of authority.

4. Pass such further or other orders as this Hon'ble Court
may deem fit in the interest of justice and equity."
2. W.P. No.23766/2025 is filed seeking for the following
reliefs:
"(a) Quash the impugned order (CNR
No.HRNR03002380-2024) dated 12.11.2024 (Annexure-
A), which illegally directs release of Rs.2.00 lakhs from
the petitioner's SBI account.
(b) Direct the jurisdictional police authorities, namely
Mysore Circle Police Station (Annexure-R: complaint
regarding FIR on cyber fraud and the Superintended of
Police, Narnual Haryana (Annexure-V) complaint against
Kuldeep Kumar and PSI Sudhir Singh) to take
appropriate investigation and action on the complaints
filed by the petitioner.
(c) Direct the respondent's bank to unfreeze the
petitioners SBI Account No.30022553515 (Annexure-AF:
Bank Communication).
(d) Grant such other reliefs as this Hon'ble Court deems
fit in the interest of the justice and equity."
3. The petitioner is aggrieved by the action of the respondent-
Bank in marking a debit freeze of his bank account bearing
No.30022553515, held with respondent-Bank.
4. The respondent-Bank has filed statement of objection
placing on record the debit freeze of the account of the
petitioner has been made pursuant to notice issued under

Section 94 and 106 of Bhartiya Nagrik Suraksha Sanhita, 2023
by the SHO/Investigation Officer, Cyber Crime Police Station,
Mahendergarh, Narnaul, Haryana.
5. It is forthcoming that the Law Enforcement Agency at
Haryana, pursuant to a cyber complaint, directed the
respondent - Bank to mark the debit freeze of the bank account
of the petitioner. In compliance of the same, the respondent-
Bank has marked debit freeze of the bank account of the
petitioner.
6. Having regard to the fact that bank has complied with
orders passed by the Court as noticed above, the action of the
respondent-Bank in marking debit freeze of the account of the
petitioner cannot be faulted.
7. At this stage, the petitioner who appears in person draws
the attention of this Court the order date 04.12.2025 passed
by Judicial Magistrate, Narnaul. However, a perusal of the same
discloses that the said order copy is not a certified copy of the
order. The same is merely a printout on a plain sheet of paper.

The same does not indicate as to the case details as well as the
parties to the said proceedings.
8. In any event, since the respondent bank has marked the
debit freeze of the bank account of the petitioner pursuant to
the orders of the Court as noticed above and the relevant
documents on the basis of which the bank has acted has been
placed on record along with the statement of objections, the
petitioner is required to avail his remedies before the Court,
which directed the bank account of the petitioner to be
blocked.
9. The writ petition's are disposed of in the aforementioned
terms.
