Repeated representations do not revive a stale service claim barred by delay and laches.

The applicant was promoted on an ad hoc basis to Senior Administrative Officer with effect from 10 March 2004; the promotion was regularized with effect from 17 January 2008.

He claimed that regular promotion should have taken effect from the date of his ad hoc promotion, with consequential pay benefits.

He retired on 30 June 2008 and stated that he had made representations from 2012 onwards, followed by a legal notice dated 20 April 2026.

He filed the present O.A. in 2026.

Although he had pursued representations since 2012, he approached the Tribunal only in 2026.

The Tribunal therefore declined to examine the promotion claim on its merits
