01Facts
The applicant challenged the effective date and consequential benefits of his appointment as Physical Education Teacher in the Rajouri District Cadre.
¶ 3–10Although initially unsuccessful in the selection under Advertisement Notification No. 06 of 2008, he was later found to have secured marks above the last selected Open Merit candidate and was recommended for appointment against a vacancy. After further proceedings, he was appointed on 10 April 2018. He sought appointment-related benefits from the date other candidates selected under the same notification were appointed.
¶ 3–10When the matter came before the Srinagar Bench, the respondents objected that the Jammu Bench had territorial jurisdiction. The Tribunal considered that objection before addressing the merits.
¶ 12–1302Issues
i.Whether the Srinagar Bench had territorial jurisdiction to hear the application, or whether it should be placed before the Jammu Bench.
¶ 12–19ii.Whether the Tribunal should determine the applicant’s claim for retrospective appointment and consequential service benefits at this stage.
¶ 20–2103Law Applied
Rule 6(1) of the Central Administrative Tribunal (Procedure) Rules, 1987 provides that an application should ordinarily be filed with the Bench within whose jurisdiction the applicant is posted or where the cause of action, wholly or in part, arose; filing before the Principal Bench is also subject to the stated proviso and orders under Section 25.
¶ 18The Tribunal applied this territorial-jurisdiction rule to identify the appropriate Bench.
¶ 18No precedent was relied upon, and no substantive rule governing the applicant’s service-benefit claim was determined.

04Reasoning
The post in question belonged to the Rajouri District Cadre. The selection, recommendation, rejection of the applicant’s claim, and eventual appointment all concerned that cadre and were connected with authorities functioning at Jammu.
¶ 14–17Applying Rule 6(1), the Tribunal concluded that the matter fell within the territorial jurisdiction of the Jammu Bench.
¶ 19Because that conclusion determined the appropriate forum, it declined to express any view on retrospective appointment, seniority, salary arrears, notional increments, or other consequential benefits.
¶ 20–2105Holding
The Tribunal held that the matter fell within the territorial jurisdiction of the Jammu Bench.
¶ 22Without deciding the merits, it directed the Registry to transmit the complete application record, including connected miscellaneous applications, to that Bench for consideration and disposal in accordance with law.
